Principlev1
When multiple valid hierarchies exist for the same data,
When multiple valid hierarchies exist for the same data, choose the one that surfaces what you need to act on most frequently at the top level, not what seems most 'logical' or academically correct.
Why This Is a Principle
This derives from Goals as Perceptual Filters (goals function as perceptual filters), Actual behavior reveals operative values more reliably than (actual behavior reveals operative values), and Behavior requires an initiating signal to occur at a (behavior requires an initiating signal). The principle follows: since hierarchy determines what you encounter first and goals determine relevance before conscious processing, organizing by action-priority rather than conceptual purity ensures your structure generates appropriate behavioral cues. This operationalizes the insight that hierarchies encode priorities.
