Default to three-level hierarchies (root, intermediate, leaf); each additional level requires explicit justification for the structural information it preserves.
Why This Is a Principle
Derives from Working Memory Capacity Limit (working memory limits), Exponential Information Decay (information decays), and Hick's Law of Choice Time (Hick-Hyman Law). Each level adds decision time and working memory load. Three levels handle ~1000 items with ~10 choices per level—optimal balance. Principle sets actionable default and burden of proof.
